AB2766 Grant Program On February 18, 2009, the District Board authorized this year's AB2766 Motor Vehicle Emission Reduction Grant Program. The Board will award up to $1.6 million in grants of $200,000 or less per project. Eligible projects must reduce motor vehicle emissions and meet other criteria described in this packet. Only projects implemented in Monterey, San Benito and/or Santa Cruz Counties are eligible, and only public agencies may apply.
Carl Moyer Grant Program MBUAPCD administers the Carl Moyer Program to meet State and Federal clean air requirements and reduce the amount of diesel particulate matter (PM) that would otherwise be emitted. The Moyer program provides funding to encourage owners of older heavy duty motors/engines operated in one or more of the District's three counties: Monterey, San Benito and Santa Cruz. Over the past ten years of the program, the District has granted $5.5 million directly to owners. Those grants are repowering over 230 trucks, buses, pumps, tractors, dozers, loaders and scrapers with new or remanufactured motors. Grants are also available for retrofitting motors with a CARB-verified diesel emission control system (VDECS).

School Bus Grant Programs Grants will be offered to replace or retrofit school buses with approximately $8.4 million in grant funds under this new program. Eligible applicants are any public school district, Joint Powers Agreement (JPA) school, or contractor operating heavy duty (>14,000 lbs. GVWR) diesel school buses for those public schools. Contractors are eligible for retrofits but not replacements. The Lower Emission School Bus Program (LESBP) is funded with a $1.7 million grant from the California Air Resources Board, plus matching funds from MBUAPCD. LESBP grants will typically fund 100% of the cost of each bus replacement costs, and up to $20,000 of each retrofit. The LESBP grants will reduce diesel particulate emissions, a toxic air contaminant, and thus lower school children's exposure risk to the cancer-causing pollutants in diesel exhaust.
